Of course it is. A relationship doesn't have to revolve around sex. (Yes, I know, this is weird coming from a guy.) It really depends on the teens, though. If you two genuinely love each other, you can find other ways to express your love. Maybe you could hold each other, do makeout sessions now and again. Anything. It doesn't matter.
